The review of the Integrated Pollution Prevention and Control Directive and the regulations arising from the Large Combustion Facilities Directive and other regulations on emissions involve the application of limit emission values that are stricter for certain atmospheric pollutants (SO2, NOx and particulate matter) or restrictions on the operation of existing facilities. Iberdrola has anticipated these regulations in investment plans and operation projections for existing facilities.
These three issues have been included in the Strategic Plan and its public presentation discusses each matter. Here, it is interesting to note how the proposals recently submitted by the European Commission involve an important drive for two of the issues mentioned in Iberdrola's strategic plan, in addition to being two of the fundamental elements of the plan, namely:
- The Draft Directive to promote renewable energy submitted by the European Commission in January 2008.
- The Draft Directive on Emission Trade.

Generation and distribution operate in compliance with the permits secured from environmental regulating authorities in each region and are subject to restrictions and obligations guaranteeing the protection of the local environment. Prior to their construction, an Environmental Impact Assessment is conducted for new infrastructure projects - impact analysis and prevention mechanisms bearing in mind diverse alternatives and establishing corrective measures -. When this exists, the project shall be modified where possible, adopting available technical improvements and measures identified as necessary to minimise the impact and, if mitigation cannot be comprehensive, possible compensatory measures.
Control over impacts is not over after having constructed the facilities, rather it continues into the operating and dismantling stages thereof with the implementation of Environmental Management Systems. Duly certified environmental systems are available as per the pertinent standard (ISO 1400 or EMAS) to forestall and control environmental risks. In Spain and the United Kingdom, running hydroelectric plants adheres to the requirements laid out in the Water Framework Directive, while thermal generation plants satisfy them as arranged for under the Integrated Pollution Prevention and Control Directive.
